Specific to HESCO
What differs for HESCO consumers
- National ENC portal
- Serves HESCO. You can complete this on enc.com.pk without visiting an office.
- HESCO helpline
- 022-111-786-786
- Service area
- Hyderabad, Nawabshah, Mirpurkhas, Badin, Tando Adam, Shaheed Benazirabad
- What that means locally
- HESCO's territory centers on urban Hyderabad and Nawabshah/Shaheed Benazirabad, with Mirpurkhas, Badin, and Tando Adam covering Sindh's cotton- and rice-growing interior — new connections in the coastal/canal-belt districts more often carry agricultural tube-well load alongside domestic demand than the more purely residential Hyderabad city grid.
The documents, fees and stage-by-stage flow are set nationally and are the same for every DISCO — they are written up once on the new-connection process page rather than repeated here.
HESCO New Electricity Connection — Apply Online
Applying for a new HESCO electricity meter follows the same national ENC process as every other DISCO, but the technical survey that sets your Demand Notice amount is carried out by HESCO's own field staff for its territory. HESCO's territory centers on urban Hyderabad and Nawabshah/Shaheed Benazirabad, with Mirpurkhas, Badin, and Tando Adam covering Sindh's cotton- and rice-growing interior — new connections in the coastal/canal-belt districts more often carry agricultural tube-well load alongside domestic demand than the more purely residential Hyderabad city grid.

Before You Apply — Read This First
Most HESCO new connection applications that stall or bounce back hit the same wall: a missing or incorrectly attested document. Before you open the online form, run through this checklist and confirm you're genuinely ready.
Property document is in your name
Inherited or otherwise transferred property needs an ownership transfer document or an NOC from the legal owner before it counts here.
CNIC copies are attested
Gazetted-officer attestation is mandatory. Self-attested or stamp-only copies are rejected outright.
Wiring contractor's report is signed
The contractor issuing it must be licensed and registered with WAPDA — an unlicensed contractor's report is invalid.
Load requirement is estimated
Know the total kW of what you'll actually run. Underestimating causes power issues later; overestimating raises your upfront cost.
Mobile number is registered in your name
Every Tracking ID, Demand Notice alert, and survey notification goes to the registered mobile — use a SIM registered to your own CNIC.
Step-by-Step: How to Get a New HESCO Electricity Connection
The process runs through six distinct stages, and each one has a specific owner — sometimes you, sometimes HESCO. Knowing who's responsible at each stage saves you from waiting when you should be acting, or acting when you should be waiting.
Step 1 — Gather & Prepare Documents
Before opening the online form, physically collect every document: your property document (original plus a clear copy), both CNICs (applicant and witness) with gazetted attestation, a copy of the most recent bill from a bordering property, and the wiring test report from a WAPDA-licensed contractor. Poor scans or a missing document are the single biggest reason HESCO applications sit in "review" for weeks.
Step 2 — Submit Online Application
Open the HESCO portal (use the Apply button above), create an account with your CNIC and mobile number, and fill in the new connection form. Specify your load requirement in kW, select single-phase or three-phase, enter the full property address, and upload clear scans of every document. Review everything before submitting — the form can't be edited afterward.
Step 3 — Receive Tracking ID
Within minutes of a successful submission, an 11-digit Tracking ID lands on your registered mobile number. Treat it as irreplaceable — screenshot it, write it down, save it in your phone notes. Every future interaction with HESCO — status checks, Demand Notice printing, receipt uploads, helpline calls — needs this number.
Step 4 — Technical Survey
HESCO assigns a field engineer who visits the property — sometimes with advance notice, sometimes not — to assess what extending the power line actually requires. They measure the distance from the nearest pole to your meter board, check the local transformer's spare capacity, and determine whether new poles or cable runs are needed. Keep the site accessible; this survey is what your Demand Notice amount is based on.
Step 5 — Pay the Demand Notice
HESCO issues a Demand Notice covering the service line, poles, transformer share, meter security deposit, and registration. Print it with the Print Demand Notice tool on this site, pay the full amount at any listed bank, and upload a photo of the receipt the same day — that alone cuts the verification wait from around a week down to 1–3 days.
Step 6 — Meter Installation
Once payment is confirmed, HESCO procures materials and schedules installation. A crew runs the service line from the nearest pole to your meter board, installs the meter, and tests the connection. On installation day, note down the meter serial number (printed on the meter body) and the initial reading — that protects you against billing errors in the first few bills.
Required Documents — Full Checklist
These five documents accompany every HESCO new connection application. Read each description in full — how the document is prepared matters as much as having it in the first place.
Property Document Copy
A copy of your ownership documents (registry, sale deed, lease agreement, or allotment letter) that proves your legal right to the premises where the connection is required.
Attested CNIC Copy of Applicant
A clear photocopy of your 13-digit National Identity Card, attested by a gazetted officer or notary public. The attesting officer must sign, stamp, and write 'Attested True Copy' on the copy.
Attested CNIC Copy of Witness
Your application requires a witness whose attested CNIC copy must also be included. The witness can be a neighbour, local resident, or relative who can vouch for your identity and premises.
Neighbour's Electricity Bill Copy
A copy of the latest electricity bill of a neighbouring property helps the electricity company's survey team easily identify the location of your premises on their network maps.
Wiring Contractor's Test Report
A test report issued by a licensed and accredited electrical wiring contractor confirming that the internal wiring of your premises meets WAPDA and Pakistan Standards and Quality Control Authority (PSQCA) safety specifications.
Important: If the ownership documents are in someone else's name — a parent, a landlord, a deceased family member — HESCO needs either an NOC from the actual owner or a copy of the inheritance succession certificate. A verbal family agreement won't satisfy this requirement.
Types of HESCO Electricity Connections
Get the connection type right at application stage — changing it later means filing a separate Change Application and paying additional fees. Here's what the five main types actually cover:
Domestic Single-Phase
Up to 5 kW
For homes running lights, fans, a fridge, TV, and one or two air conditioners. Most standard Pakistani homes fall here.
Domestic Three-Phase
5 kW and above
For larger homes with multiple heavy appliances, industrial-grade inverters, or EV charging setups.
Commercial
Any load
For shops, offices, restaurants, and businesses. Single-phase for small commercial loads, three-phase for larger ones.
Agricultural / Tube Well
Pump-rated kW
For irrigation pumps and agricultural equipment, billed under NEPRA's Agricultural Tariff — cheaper per unit than domestic or commercial rates.
Industrial
High load
For factories, processing plants, and large production units that need three-phase, high-load supply.
What Does a HESCO New Connection Actually Cost?
There's no single fixed price — the HESCO Demand Notice amount is worked out individually for every application after the technical survey. These are the components that make up the total:
| Cost Component | What It Covers | Refundable? |
|---|---|---|
| Service line (cable) | Underground or overhead cable from pole to your meter board | No |
| Pole(s) installation | New electricity poles if none exist near your property | No |
| Transformer share | Your contribution to transformer capacity in your area | No |
| Meter cost | The electricity meter unit itself | No |
| Security deposit | Deposit based on sanctioned load and tariff category | Yes — on connection closure |
| Processing / registration fee | Administrative charges for the new connection account | No |
Typical domestic single-phase connections range from PKR 8,000 to PKR 60,000+ depending on location, pole count, and distance — HESCO doesn't publish a fixed per-DISCO fee, since the survey sets the actual figure. The security deposit is separate and comes back to you when you permanently disconnect.
Tip: You owe nothing before the Demand Notice is issued. If anyone at the HESCO office or survey level asks for an advance fee, report it to the helpline at 022-111-786-786 — that isn't a legitimate HESCO charge.
About Hyderabad Electric Supply Company (HESCO)
Who They Are

Frequently Asked Questions
Straight answers to the questions HESCO applicants ask most often.
What's the full process for getting a new HESCO electricity connection?+
Six stages, roughly: (1) submit the application online with every required document attached, (2) receive a Tracking ID by SMS, (3) a HESCO survey team visits the site to assess feasibility and cost, (4) a Demand Notice arrives with the exact fee, (5) pay it at a designated bank and upload the receipt, (6) HESCO schedules and completes the meter installation. Start to finish, count on 30–60 days for a typical domestic connection.
What documents does a new HESCO connection require?+
Five, specifically: proof of ownership or legal right to the premises, an attested CNIC copy for the applicant, an attested CNIC copy for a witness, a copy of a neighbouring property's latest electricity bill, and a Wiring Contractor's Test Report confirming the internal wiring meets safety standards. Every CNIC copy needs gazetted-officer attestation — self-attested copies get rejected.
What does a new HESCO connection actually cost?+
There's no fixed nationwide rate — the survey team sets the figure based on the distance from the nearest pole or feeder, how many poles the job needs, whether a transformer upgrade is involved, underground versus overhead cabling, your sanctioned load, and whether the connection is single-phase or three-phase. You'll see the exact amount only after the survey, on the Demand Notice.
How long does HESCO take to install a new meter?+
Roughly: document review (3–7 days), survey scheduling (7–15 days after review), the survey itself (1 day), Demand Notice issuance (3–7 days after the survey), payment processing (1–3 days after you pay), material procurement and the work order (7–14 days), then installation (1–2 days). Total, that's usually 30–90 days depending on HESCO's workload and how promptly you clear each step on your end — paying the Demand Notice quickly is the biggest lever you personally control.
Single-phase or three-phase — what's the difference for a HESCO connection?+
Single-phase runs on two wires (live and neutral) and suits domestic homes up to about 5 kW — lights, fans, a fridge, a couple of air conditioners. Three-phase runs on three live wires and is built for commercial premises, industrial units, larger residential properties, or agricultural pumps drawing more than 5 kW. Pick based on your actual expected load; a licensed wiring contractor can confirm which one fits before you apply.
Can a tenant apply for a HESCO connection, not the property owner?+
Yes — tenants can apply in their own name, but the property document requirement is met with a tenancy agreement or an NOC from the owner instead of ownership papers. Some HESCO offices also ask for the owner's CNIC alongside the tenancy documents, so it's worth confirming the current requirement by calling 022-111-786-786 before you submit.
